Black
shares power
with House Republicans
Making good on
his promise to give Republicans a major voice in the
governance of the chamber, House Speaker Jim Black (left)
this week appointed the leaders and members of 28 committees
in ways that largely reflect the 62-58 Democrat-Republican split in
the House. Black named a Republican co-chair of the
Appropriations Committee, Gregg Thompson of Spruce Pine, and
the Finance Committee, Monroe Buchanan of Green Mountain. He
also appointed an equal number of Democrats and Republicans to
the two redistricting committees.
House Appropriations will have 43 Democrats and 43
Republicans, while Finance will have 16 Democrats and 14
Republicans. However, Democrats will have effective control of
both the key committees because House rules make the three top
Democratic leaders (Speaker Black of Matthews, Speaker Pro Tem
Joe Hackney of Chapel Hill and Majority Leader Phil Baddour of
Goldsboro) ex officio members of most committees or
subcommittees.
Black reappointed Reps. Ruth Easterling (D-Mecklenburg) and
David Redwine (D-Brunswick) as co-chairs of Appropriations,
and he appointed Rep. Pete Oldham (D-Forsyth) and Thompson
(R-Mitchell) as the other co-chairs. Reps. Gordon Allen
(D-Person) and Paul Luebke (D-Durham) were reappointed
co-chairs of the Finance Committee, along with new co-chairs
William Wainwright (D-Craven) and Buchanan. Last session the two committees each had three
Democratic co-chairs.
The redistricting committees (one will redraw
congressional districts and one will redraw legislative
districts) each has 16 Democratic and 16 Republican members.
Reps. Ed McMahan (R-Mecklenburg) and Thomas Wright (D-New
Hanover) are co-chairs of the Congressional Redistricting
Committee. Black also appointed what he called four
"regional chairs" of the Congressional Redistricting
Committee -- Reps. Martha Alexander (D-Mecklenburg), Dewey
Hill (D-Columbus), Jerry Dockham (R-Davidson), and Gregg
Thompson (R-Mitchell).
The Legislative Redistricting Committee will be led by Reps.
Larry Justus (R-Henderson) and Ronnie Sutton (D-Robeson). It
has eight regional chairs: Reps. Phil Baddour (D-Wayne), Andy
Dedmon (D-Cleveland), Beverly Earle (D-Mecklenburg), Joe
Hackney (D-Orange), Jim Gulley (R-Mecklenburg), Danny McComas
(R-New Hanover), Richard Morgan (R-Moore), and Wilma Sherrill
(R-Buncombe).
