three weeks, the legislature can finally get down to work now
that House Speaker Jim Black has made his committee
appointments. Black keeps his promise to
appoint Republicans to several powerful positions. We have

Gov. Easley is expected to talks about his support for a state
lottery and give the first details of his plan for solving the
state's budget crisis during his address to a joint session of the House and
Senate Monday evening . We'll carry highlights in the
next issue of the Bulletin. State
Government Watch Gov. Easley appoints 19
people to the State Board of Transportation, including NCCBI
Board Member Nancy Dunn of Winston-Salem (left). The
provost at Florida A&M is appointed to succeed Julius
Chambers as chancellor of N.C. Central University.
