Highway Maintenance Funding
Position: NCCBI supports increased
funding for roadway and bridge maintenance to help preserve and protect
our transportation system in North Carolina- The current level of
funding is inadequate to meet the needs of our 77,000 mile
state-maintained system
Explanation: The 1998
Performance Audit of the Department of Transportation found that
annual roadway maintenance funding allocations have not kept pace with
the growth in maintenance responsibilities and that annual pavement
resurfacing funding represents a "shortfall of approximately $95
million." The audit also found that current funding for bridge
maintenance has not been adequate to address the bridge maintenance
backlog.
Deteriorating roadway and
bridge conditions are a serious safety issue that must be addressed,
We cannot afford to ignore these needs. Delayed repairs and
maintenance result in increased deterioration. This in turn results in
greater cost to the taxpayer; both in dollars spent and travel delays.
